Funny how councils will happily charge someone £80 for accidentally dropping litter in the day time and yet when the chavs are running wild and people are blocking others in the council can't be seen for dust. Same for the police.. they're far too busy paying PR consultants and closing police stations, as well as losing staff thanks to that loony bar stuard in Whitehall. This country's priorities are messed up..

Part of that got cut off,
Since parking enforcement was devolved to local councils the police have been getting less involved. With all the cutbacks the chances are they will not get involved unless it is causing danger or it is a stolen vehicle

The law has changed regarding dropped kerbs. It is now a specific offence, regardless of whether there is a vehicle in the driveway or not.
Enforcement is down to the local council. Some require you to register the driveway before they will enforce it.
With reference to the police, since parking enforcement was devolved Parking alongside Dropped Kerbs
Parking alongside dropped kerbs is prohibited in London under the provisions of Section 14 of the London Local Authorities and Transport for London Act 2003.

Part 6 of the Traffic Management Act 2004 when enacted will repeal section 14 and give all local authorities in England with civil parking enforcement powers the ability to take action when a vehicle is parked alongside a dropped kerb in a Special Enforcement Area (that is, an area where parking is, in all other instances, permitted). The regulations underpinning Part 6 of this Act are due to come into force early in 2008.

Action to regulate and enforce pavement parking or parking alongside dropped kerbs is strictly a matter for the relevant local authority. The Department for Transport cannot intervene.

*The term pavement refers to all areas otherwise known as the footway, footpath or verge but does not refer to the road surface.to local councils they have been getting less involved. The chances are now with all the cutbacks they will not get involved at all.

Blocking the exiting of peoples cars from driveways can be reported/sorted by the police

But if it's access (returning) tough shit - that's UK laws for you
