Nigel Forage, its an offence to cause an obstruction on a public highway, this includes the footpath.
There is no requirement for a bylaw.....and the police can ticket ,tow etc.

Unless there's a local bylaw, it's not against the law to park on the footway sadly, all four wheels or not. Most of London has one for instance.

It's illegal to drive on the footway, which does of course beg the question of how do cars get on the footway if they've not driven there but you'd need a witness.

On the other hand, the police could charge them with causing an obstruction if the offence is serious enough... and that looks like it.
