Not only did I see this idiot driving with a phone in his hand it appeared he was videoing his male passenger who was bobbing up and down in his lap. Unfortunately I made some sort of eye contact with this creature and was close to contacting the DVLA as he should have been wearing glasses. Eyes that flicker that much should not be on the road.
