Mate, get some cams and post it on social media. I get this kind of thing all the time when I'm on a bike. The police tend to shy away from it and are very reluctant to do their job except for the areas where the latest "close pass" initiative is in effect. But that's all it is..an initiative. The rest of the time literally anything goes. So put it on social media so at the very least other people will be more aware of what's going on.

Excessive speed and acceleration in a 20mph residential area. Overtook me on my push bike dangerously: too close, in a bad place with oncoming traffic, speed bumps and parked vehicles, lingering too long adjacent to me.
