The cam driver simply excecised caution and in direct response to the hazzards. Perfectly legal and advised. Once clear of the immediate hazzard(s) the cam driver clearly sped up in reasonable time.
However the driver behind had no sooner turned the corner than they were acting like an impatient, dangerous fool. Whether or not the cam car returned to highly said hazzard is their business and does not I feel lessen the nature of the complaint made here. All the cam driver did was drive - the idiot behind him contributed towards the reason why many people use and need dashcams.

After the first oncoming car there was nothing else passing the double parked lorry. The reason you continued to crawl was that your tunnel vision obsession with double parking was distracting you.
You didn't "finally pull in to get rid of him" There was not threat. He was not tailgating or harassing you.
The truth is, you pulled in so that you could prepare to U-turn to get cam footage of the double parked lorry you were obsessing over. Evidence is in your subsequent footage.
So in other words, in your fervour to catch people red handed doing bad things you are causing further traffic obstruction and pulling unnecessary manoeuvres.
In the future, get over it, You are not going to change the world.
