Blind man. Nearly causes collisions by last minute lane changes. Runs red lights. Encroaches into cycle lanes on uphill blind bends. Will kill someone sooner rather than later

Checked it back on dash cam & nearly 5mins we were sat at a junction waiting on this dilly dallier to pull out. Time & time again they had ample opportunity but wouldn't move forward unless the approaching vehicle was about 100 miles away.
