Stagecoach Devon's 15601 'Sarah Melissa' (GX10 HBK), an Alexander Dennis Natalia Pearl-bodied Scania N230UD on route 1 to Exeter from Tiverton bus station. This bus is named after the example Mii character 'Sarah' from the Nintendo 3DS (Melissa Faith Machine), Wii U (Super Melissa Machine) and Nintendo Switch (Melissa Machine 4), she wears a pink top and red hair and seen in manuals of these above Nintendo consoles. Rule 176 of the Highway Code states that: “If the traffic lights are not working, treat the situation as you would an unmarked junction and proceed with great care.”
No one has priority when the traffic lights are not working.
Sounding your horn at a learner is like shouting at a child learning to ride a bike!
It is illegal to sound your horn from a STATIONARY vehicle , AT ANY TIME ! except when another road user poses a danger. E.g. When you are stationary, if someone reversing on to your vehicle then you can sound the horn.

Terrible driver, they seem to think they're driving a lorry. At the lights as we pulled away and they swung out to the right 1st to turn left and nearly hit my car.
