Like most people here; I think cyclists suck, so let's get that out the way.
Personally I think the person who should've been fined was the muppet at the front although the land rover driver was definitely going too fast in that situation.
Mr Muppet no doubt decided to stop for a bit of futile abuse shouting and arm flailing; this abrupt stop wasn't something the woman could have anticipated and as such she was unable to get her clips out fast enough, causing her to fall over.

Driver guilty as admitted and charged, that was dangerous.
The cyclist that fell off also needs go practice unclipping her pedals as she's a danger to herself and others - she was still fully clipped in and holding the bars when she went down - anticipation and reaction time of a dead squirrel

In my opinion there is no doubt: the driver was fined and for good reason. If you don't understand the need to slow down and give space then you shouldn't be driving. The rules are clear on this.

As a cyclist myself i think that this woman should not be on the road if she cant ride a fucking bike. It pisses me off how shit some people are at riding bikes and decide to still ride on a road. If a driver has to learn how to drive car to be on the road then a cyclist should know how to ride a FUCKING bike.
