yes. I did see it. Its really obvious. You were scrolling down through facebook. Thats why i dropped back so get your reg plate. I dont care if you're causing traffic and get bored, YOU chose to drive, you CHOSE to be ''stuck'' in traffic, therefore you have no excuse to touch your phone. You're also driving at 1 mile per hour in a 40 limit instead of using the cycle lane and buying a bicycle. This is an obstruction of the road.

You could be committing this offence if, without lawful authority or excuse, you willfully obstruct the free passage of the highway. The ‘highway’ includes the road, the pavement, grass verges and private property used as a public thoroughfare.
driving at 1 mph in a 40 mph limit. .... either speed up to 40, or get in the bike lane on a bicycle. Or buy a motorbike. You cannot sit in 4 5ths of the carriageway at this speed, without being guilty of obstructing the road. Not considering other road users at all, AND using the phone.
