The car also over-took too closely, opposite a junction. The cyclist could have easily come off and that driver would have given themself next to no time to react. On a test, that who episode of theirs would most likely have been a fail.

The car should NOT have been passing; it's too narrow, with speed bumps, and increase potential for danger on account of the weather.
Furthermore the cyclist was in front - they are traffic. They can use as much of their lane as required..just like a car. They swerved to avoid a slippery surface, in their own lane (not in the middle of the road as you incorrectly state), then attempted to stay in their lane.
Unlike the car who WAS in the middle of the road, too close, attempting to over-take when it was neither safe nor practical. Hence the requirement to stay back, give cyclists room, and do not act like an impatient, dangerous imbecile. By staying back you give yourself and others more thinking time - it's not hard, except for cycle-hating trolls loitering on this server?
