You can see the driver slowing down waiting for the rider to pass, then slams on the gas for no apparent reason other than to cause problems. I'd say check the car for drugs..

Illegal attempt at undertaking, racing another vehicle on a public road, speeding, driving head on into oncoming traffic...
Can the bike rider post his own licence plate please? You need taking off the road ASAP - you're a danger to the public. Your going to kill someone if you carry on like that.
