Harris Brusch, no matter what the reason was he should have manoeuvred back onto the right side of the road. He was clearly stopped dead when I came round the corner.

You have no idea why they were in that position. They may have swerved and stopped to avoid a cyclist. They may have stopped to scratch their balls. Who knows. Hardly warrants posting a video.
