What have traffic wardens got to do with anything? They issue fines for parking. He clearly wasn't parking and was on his phone as seen in the photos above. There's no need to be rude at all. I may not be an officer of the law however I do know what's illegal and what isn't illegal. Using your phone at all whilst driving IS illegal. Parking up and using your phone ISN'T illegal

It is illegal to use your mobile whilst commanding a vehicle, including being stopped. HWC 149, you must exercise proper control of your vehicle at ALL times (even when stopped). Also you MUST NOT use a hand-held mobile phone, or similar device, when driving. He is driving in traffic, and does not have proper control of the vehicle.
