Having identified the location from the road signs, I measured identifiable road markings on google aerial photography. Then I downloaded the video so I could play it back with time resolution of 100th of a second and measured the time betweeen the road markings. I was then able to calculate the max speed of both the cars and they both clearly exceeded 60mph. I rest my case. Both speeding knobheads.
