Romanian plates.
Doesn’t appear to understand how to drive on a motorway. Sat in the fast lane with nobody in the middle lane or first lane. Multiple cars undertaking them.

Later on, proceeded to change lanes, multiple times without indicating.

Just a poor standard of driving
