What chance do these young people have when you have already condemned them?
There is no evidence the lads in this video sell or even use drugs and I'm pretty sure the moped isn't stolen but you've already made your mind up that they must be scum because... they are young?

Most likely they've just supplied the schoolgirl with her daily fix before she goes and earns some more whilst on their stolen 50cc moped
Police aren't interested because they know they can't catch the scum unless they have the helicopter to assist.
