A very deluded dangerous driver. They followed an ambulance at speed using it to get past drivers who have pulled over for the ambulance.

He's now driven up and down the same bit of road five times. Perhaps he's looking for his brain cell? Or has mislaid some scaffolding (hint: it's those massive poles and planks of wood on the side of buildings).
