Then how about answering a simple question? There have been multiple reports in the past, of someone hanging around schools in the West Midlands area, approaching children.
Is it clear enough, now? If it's nothing then so be it - if it's something then people need to know.

Walsall area: Creepy old bald dude following young girls around, driving and following them as they walk around, will park up and just watch them. Seen him twice in one day move his car just to stalk a young girl. Plenty of photos and a video to upload later. Reported to police and they said no crime committed!
