No - pulling over to continue the call is still breaking the law. You need to be stopped with handbrake engaged (at the minimum) before you pick up your phone.

For £30 or less you can get a bluetooth handsfree car kit/headset - it is a lot cheaper than a £60 fine and points but I doubt that will make you change your ways so I'll try this
