@onlyme That's a parking lane, not a cycle lane. You can clearly see the cyclist is taking primary position because of the upcoming corner, where the road narrows. There is also a junction and car park exit just beyond the bend so this seems to me like a very foolish place to overtake. Don't be fooled by Liverpool's Citybikes, most of the city's cycling infrastructure has been torn up or is crumbling away through lack of maintenance. I rememer Liverpool as one of the least cycle-friendly cities I've visited in the UK.

I don't know the road/area but it looks like a cycle friendly city with all those city bikes (rentals) and that, to me, looks like a cycle lane...why didn't the cyclist use it and allow traffic to overtake?
Yes it may be a 20mph speed limit it's not for the cyclist to enforce.
Yes just because there's a cycle lane doesn't mean a cyclist has to use it
If it was a cycle lane then the cyclist is just one of those egotistical 15mins of fame bad apples that needs to be educated in road sense.
And yes I'm a former cyclist but because of ill health have to rely on buses or borrow the old mans motor once in a while.
