It isn't legal. Highway Code Rule 243: You must NOT park within 10 metres of a junction.

Highway Code is not the law. And Rule 234 is a 'Do not' rather than 'Must not'. They mean different things.

Must not would be a law covered under the Road Traffic Act, and do not is a recommendation.

So it technically is legal, but does not follow Highway Code, which is advice.
