I think they're saying the driver is a particular danger to vulnerable road users.
To the OP. Thanks for the report. I just hope someone has a dash-cam/cycle-cam to upload suitable footage. I also see chav-type people driving badly, it makes so angry considering the disregard they have for all other road users and pedestrians.

They are NOT hazards, they have as much right (if not more) to block up the roads as the rest of us.

Young male new red Fiesta. Always speeding around the hatherly area of Cheltenham. Typical chav looking guy who does not slow down for any road hazard especially cyclists who he very aggressive towards. Joy rides trying to impress but will sadly kill someone with speeds of around 50 in 30 residential areas.
