I don't believe anyone can be that bad a driver that they're constantly on the brakes like that so in that case you need to take your car back to the dealership & get them to sort that problem out.

Probably auto regen. Most hybrids and EV’s automatically put the brake lights on when regen kicks in. Just back off a bit.
