She "creeps" out into the main road at 00:08 seconds..giving the cyclist 1 second to stop. The cyclist didn't have plenty of time to react and given the circumstance the collision wouldn't be needless.
It is for situations like this that I always ride at a slower speed, especially past junctions. You have to think well ahead - if you don't get hit from the left then you may get hit from a car turning into the junction, who's been flashed by another driver. You're often safer simply filtering on the right and taking primary where necessary, so as to make yourself visible. Seen this situation catch so many cyclists out (including myself when I first started cycling).

Of course she was in the wrong but from the moment she starts creeping out it is more likely than not that she will block the cyclist. Cyclist has plenty of time to react but is intent on proving a point and makes a dramatic, arm waving stop and needlessly scratches the car.
