Silly person doesn't let people on a slip road join a dual carriageway. They were very dangerous as they could've changed lane or slowed to let me join. Clearly weren't looking out for the slip road so caused me to come to a full STOP on the slip just at the lines. You could tell they didn't see me as they beeped when I had already come to a full stop at least 2 seconds before.
