The piece of land he's parked on looks like the vehicle entrance close to his property. His tyres are just on the pedestrian footpath, but I would say he is parked mostly on his own property. You could actually park another car on the remaining pavement, so how is he blocking it?

That’s an outdated image. That land is of the council and is part of the pavement the round about has been changed

Parking on the pavement is an offence in itself according to by-law, let a lone parking on a pavement with double yellow lines.

It's a pavement, not a carpavement. You cannot park on a pavement unless explicitly allowed. There's many reasons for this, obstruction, pavement purpose and even the engineering of pavement.

When a kerb is lowered, the pavement is engineered to allow the weight of a vehicle of a certain type.

The vehicle should not be on the pavement at all to begin with. It is also parked on double yellows.

The pavement isn't supported for vehicles, unless the kerb has been lowered.
