I understand the highway code rule 163 very well, I too cycle. I'm certainly not saying the driver was in the right because clearly the manoeuvre they were trying to carry out was never going to work. I'm asking the person in the video why they were basically in the middle of the lane. I see so many cyclist road rage incidents where the drivers argue about the cyclist being too far over making passing unnecessarily difficult. In this video the cyclist was a long way away from the double yellow lines and I couldn't see any pot holes that were being avoided.

You need to learn and understand the Highway Code. The cyclist was approaching a "pinch point" and took "primary". The car driver could not overtake, irrespective of where in the road the cyclists was riding, and give ample safe distance (a car width).
