All i see is car slowing down, speeding up slowing down speeding up impeding the progress of the truck.

you can also see towards the end of the clip the truck had already slowed down for the limit change yet the car driver still slowed down even more intentionally sorry but i back the lorry driver here

The HGV driver failed to maintain a safe didtance for most of the video, the car drive was travelling at within the speed limit and at a safe speed. The brake check by the car driver near the end of the video was foolish but it did however prove the HGV driver could not stop within the distance he was maintaining.

The HGV drive need to retrain or find a job that doesnt involve him putting other peoples lives at risk.

Sadly the so called professional HGV driver was in the wrong for the majority of the recording.

Ever heard of "the 2 second rule"? (safe driving distance)

Yes the car driver was wrong to brake check and should be reported but so should the HGV driver

Therefore please upload the registration of the HGV
