Dashcam driver was being responsible (rising above it)

I think the situation got frustrating because of the other silver car wanting to park up in that disabled spot then either can't actually park up or isn't disabled so then they drove on.

Yes the bitch should have waited but the silver car was the underlying indecisive control of the vehicle
