To be fair a lot of these "red route" schemes are just plain dumb, having been implemented by over-zealous power-mad councils who are more interested in profit than they are safety. They deliberately provide insufficient parking and access because they want people to be fined, and to argue amongst themselves instead of demanding their tax money goes towards fair and sustainable solutions.

In this instance, I do not see the vehicle obstructing the whole footway - there's loads of space left. It could be parked a bit better i.e. not jutting out especially it's rear, but I've seen a lot worse..

Yes, that’s where it was left actual crossing with the bolllards is to the right causing problems for pedestrians and moving traffic

Basically, he's parked across a safe crossing bollard. Nevertheless, parking over a pavement where not permitted isn't on.
