Ignoring the bullshit about 2007 video and the trolls that follow
I'm concerned for the safety of all road users and as such I believe the cyclist is putting himself an other road users at risk of harm or damage.
He clearly cannot ride said bike - maybe he needs to do a cycling proficiency test (do they still do them?) or at least learn to ride (including balance and control) off road until he reaches an acceptable standard.
Yes the car passed close only because you lost control and swerved further across the lane than 5 secs previous.
