It's possibly the same driver but only the police will have the ability to clarify
But the new footage needs reporting as dangerous driving
I just wish insurance companies looked at some of these reports - every driver is being penalised because of many bad drivers. It would help everyone if https://ownvehicle.askmid.com/ also listed the insurer so that us good people could contact the insurer to let them know.

More importantly, if you do not have a valid MOT, then your motor insurance will be automatically invalid, leaving you open to a charge of driving without insurance which will add 6 to 8 penalty points to your fine.

I wouldn't recommend posting real names or any other personal identifiable information. The first thing someone like this would do is use it against you, and to get them off any infraction. They would do you for malicious communications, slander, breach of privacy and whatever else their solicitor could drum up.
But..there is no way on earth they can stop ANYONE from posting footage all over social media pertaining to a PUBLIC space. Equally, they cannot do anything about a video's comments or description, or footage, that doesn't contain anything but observation and feedback.
