You can tell that from a second of footage, can you, Dave? For all you know, the driver literally put on their indicator just before turning. On the other hand, they could've done so a few seconds earlier. Without seeing prior footage, you cannot make that determination.

Yes the cyclist should have known that there are plenty of dickhead drivers who fail miserably when it comes to being aware of other road users especially those with one headlight and therefore been more cautious
