Needs to take his driving test again for definite, after swerving through traffic dangerously for a good half hour (that I witnessed) continued to flash his lights at us to move out of his way even though we were doing speed limit. And I might not be good at sign language but his gestures were universal. Also have dashcam footage which will be reported
