Young lad not old enough to ride the bike keeps going up and down my street. He isn't wearing any protection apart from a helmet and needs to stop before he hurts himself. The bike makes an awful racket and can be heard from the top of the street I live on!

Hmm what to suggest.. are you sure he's too young? Call the police - but film it first because many just deny any wrong-doing. Also, please take note of the following:
