Section 130. Clearly states and is commonly misconceived. Unbroken when lines with chevrons CAN be driven over (in case of overtaking as per your example).

So unless she was speeding (which I couldn't tell) you have no valid argument towards he overtake in that location. Unless you was going to turn right and was indicating of course.
