Yes it could be private land some would say (Victoria Retail Park (B&Q), Netherfield, Nottingham but doesn't bode well for learner drivers and look good for his employer.

And what makes you say "that he operated his car technically and legally correctly". The road markings are there for a purpose. It seems the county council own the land and therefore I assume like any other county council land/road - the local and national rules/laws must apply.

Me personally, I do not see this as the crime of the century. The lanes are advisory and the speeds were fairly slow. I have seen a lot worse (especially ASDA and Tesco car parks for some reason).
But again, it doesn't justify hitting someone making a complaint, and if you do that then you stand a good chance of ending up with a criminal record. If you are under threat then fine, no problem, but that clearly was not the case here.
