Thanks for your comment but the guy was blocking me. I was trying to overtake. He should be on the left rather than blocking somebody. If I moved to the left he would block me on the left and end up causing an accident.

You did not have to stay until he moved over. The highway code states that you MUST move into the lane on the left once you have finished overtaking. So you should have been in lane 1 whatever he was doing. If you were both travelling at the speed limit you would not have done a nearside overtake anyway. The highway code also says don't let other drivers affect your own driving. Do what you have to do and leave them be.
