The risks some people take..does he think it's like a game whereby you can simply start again? No, sunshine.. you only get ONE chance in this life. Worse, you also risk the lives of other people entirely due to your selfishness. Put the fucking inanimate object down or stay off the roads! Truck driver with the cam probably saved lives by uploading this, because someone so stupid as you WILL kill, it's just a matter of when..

Yes he's on his laptop and he needs a fine and possibly short ban to teach him a lesson.
But, and it's a big but, the dashcam vehicle appears to be an HGV and therefore should be driven by a professional drvier.
And if true why did the HGV swerve slightly after overtaking the culprit the second time (at sounding the horn) or is that a figment of my imagination?
