So what if he is or wants to be?

Is it not the responsibility of every driver of a vehicle to ensure their vehicle is fit to drive?
And yes it's possible that they may have just checked them about 3 mins ago and an act of God has suddenly blown two bulbs
I'm also guessing the good thinking considerate driver who posted this attempted to notify said driver but got the usual two finger salute which is generally the norm theses days

Here's hoping that the regd listed is involved with a small accident with another dashcam car tomorrow and of course the driver will say "my lights were working"
Yet evidence here and on the dashcam will prove that this driver failed to ensure their vehicle was road worthy

Enough said me thinks ;)
