As you couldn't identify if the driver was male or female, how would you know what they were taking photographs of? There could be many reason why the driver was taking pictures. For example they could be interested in buying a house in the area.
Photography is not a crime. Anyone can take photos in a public place.
Maybe the driver thought who is this weirdo busybody approaching me and knocking on my window, so quickly drove off.

WHOEVER DRIVES THIS CAR WAS TAKING PICTURES OUT OF HIS CAR OF YOUNG WOMEN. I WAS WALKING UP MY ROAD EARLIER AND SPOTTED THE PERSON INSIDE THE CAR POINTING THEIR CAMERA OUT AND HEARD LOTS OF CLICKING NOISES - HE/SHE WAS OBVIOUSLY TAKING PHOTOS OF THE WOMEN WALKING PAST. AS I WAS ABOUT TO APPROACH HIM/HER WALKING PAST I KNOCKED ON THEIR FRONT PASSENGER SIDE WINDOW TO ENQUIRE AS TO WHAT THEY WERE DOING AND HE/SHE DROVE OFF.
