The law states
You can block access to drives provided you are not blocking a vehicle from accessing the road from the drive.
Yes it's crap but that's the law right now
You have right of access to the road from your driveway
But no right of access to return to your driveway from the road
It's just like pavement parking in London and a couple of other cities it's illegal to park on the pavement unless specified by signage.
But theirs laws like the Equality Act and other Highways rules that could be enforced if only the law (police and CPS) had the balls and initiative to enforce them.

Good point about there still being people in the car, I never noticed that initially. With that in mind, the OP could be a little bit reasonable. Yes you shouldn't block driveways if you can help it, but stopping for a minute or two to pick up/drop-off isn't the crime of the century. If they were stopped for much longer then fair enough, but one photo doesn't provide much detail...
