The young male driver of this van was aggressively revving/speeding on a straight stretch of an industrial road with pedestrians. Once he got to the end he stopped for no reason and revved leaving a horrible dark smoke all over. I saw the van later on and took a photo of it. Ridiculous and pointless though unless he was just trying to impress his also male passenger.
He was revving it quite high, but it wasn't black as such. Just dark colored. As they say, humans aren't the best at judging speed so whilst he may not have been breaking the 30mph speed limit, he was being quite aggressive and going quite fast (even though there were pedestrians there). The road had speed humps which he didn't bother slowing for.
