The problem is people like you think "cutting in last minute" is illegal and stupid, but that is in fact the proper way to merge by using the whole lane. Looks like he is just stopping idiots going down the outside lane and cutting in at the last minute, the reason he is close behind you is to keep the space in front to a minimum to prevent vehicles pulling in at the last minute. He is queuing just like you.
