Using a mobile whilst driving

Then goes on to use their vehicle in a threatening manner?

So what if the biker catches those using a mobile whilst driving (pre-empting our anti-two wheeler troll) the problem is it's against the law for a reason....it's killed and injured bikers and others.

No it's not the job of the biker to enforce the law.. this biker wasn't enforcing anyone they were just reminding them of the law, the fine for one reason - their safety

Driver should be fined for using their mobile and issued with at least an official warning about using their vehicle in that manner.
