It's enough to include link to photo or youtube or facebook movie into comment's content in order to attach them to the comment
If there is a photo of the car then presumably you also have pictures of the abuse in progress? If so you need to report it to the RSPCA as soon as possible. If this is a genuine case of animal abuse (and not just an angry neighbour looking to score points etc...) then hopefully the evil scum bag can be prosecuted. No excuse for animal abuse at all.
