Not a cycle lane mate. A shared use facility. This is the reason why so many are poorly designed.. they practically invite danger. I would have cycled slower due to the weather and traffic conditions. Approaching a junction at that speed is a bad idea. Even with the best intent, at the most they about two seconds to see, process and act. Got to stay safe mate.
