This person is either being taught without 'L' plates, doesn't hold a licence, or is an incompetent driver. It looks most probable they are being taught, but there are no 'L' plates fitted to the car. If so, the behaviour of the driver shows the person instructing is incompetent.

This is happening right now in Petersfield Taro Leisure Centre car park and is dangerous to anyone else using the car park. Various vehicles have been confronted by this car blatently going the wrong way in circles around the car park, and despite being watched, didn't move. If this vehicle is seen here again it will be reported for reckless driving, as it is a public car park.

They are doing this whilst there is traffic around (the Rugby club have just finished), and whilst there are pedestrians around. There is a total disregard for safety. Additionally, a tail-light out, so the vehicle isn't being checked, despite the driver and passenger switching places occasionally.

Technically driving in a car park open to the public (such as a supermarket car park) is the same as driving on a public highway, so the same laws apply, but I think a lot of people aren't aware of this.
