I think the rules state if someone is preparing to cross then stop if you can. If it said you MUST stop then that would risk being rear-ended and causing other injuries. Same for not having to stop if the oncoming traffic has stopped and the person hasn't physically moved onto the crossing. Some pedestrians don't understand why this isn't mandatory and easily get upset over it. Cars can't always stop safely even if they can do it quickly. And what also pisses me off is when some pedestrians think they can just cross without checking to see if both sides have crossed, including having their backs to the traffic. This is a particular problem near me when the schools are in operation...

It's enough to include link to photo or youtube or facebook movie into comment's content in order to attach them to the comment
Where in the Highway Code does it say you MUST stop if someone is on the pavement and not the crossing? As far as I'm aware there is no legal requirement to stop, the only exception being a driving test. Unless someone physically steps onto the crossing then you should exercise caution and be prepared to stop, if you can. It doesn't mean you have to.
