I know your frustration girl - you wanted to identify and challenge the driver for their details.
Had a police car been close by you'd of potentially been done for speeding and maybe reckless driving. It's just not worth it.
If it wasn't the named driver the insurance will still pay up. Guessing they'll either report it as stolen thinking their insurance won't be affected but you can't fix stupid.
Next time - follow safely and if they speed off just pull in, call the police and reporting it as failing to stop.
